The Ho Chi Minh City People’s Committee has approved adjustments to the investment project for the construction of the extended Provincial Road 991, connecting National Highway 51 to the Cai Mep – Thi Vai port access road.
With a total investment of more than VND 2,416 billion, the project is expected to shorten cargo transportation time and enhance the logistics competitiveness of the Southeast region.
Scale Adjustment: Expanded to 57 meters, Investment Exceeding VND 2,400 Billion
According to the revised decision:
The project is classified as a primary urban arterial road, Group A, and special-grade infrastructure.
In addition to the roadway, the project also includes adjustments to technical infrastructure systems, intersections, bridges, underpasses, structures crossing the cooling canal of the Phu My Thermal Power Center, and the low-pressure gas pipeline system.

Previously, the Ho Chi Minh City People’s Council approved the policy to upgrade Provincial Road 991, from National Highway 51 to Ho Chi Minh City Ring Road 4, with a total investment of VND 8,330 billion.
The project has a total length of more than 10 km, divided into two sections:
The road will be expanded to 57 meters, initially operating with 4 motor vehicle lanes and 2 parallel lanes. The intersection with National Highway 51 will feature a three-level interconnected roundabout, including an overpass and an underpass.

The implementation period is planned for 2025 – 2030, with construction expected to start in Q1 2027 and completion targeted for Q1 2030.

Impact on the Logistics Market
The expansion and completion of Provincial Road 991 will not only relieve infrastructure pressure in the Phu My area but also create a long-term foundation for the Cai Mep – Thi Vai port system, a strategic deep-water port cluster in Southern Vietnam.
