Ho Chi Minh City Accelerates the Groundbreaking of a Series of Key Infrastructure Projects for April 30

Ho Chi Minh City is completing procedures to commence construction on four large-scale projects around April 30, focusing on urban infrastructure, transportation, and logistics. The projects include: the new Political–Administrative Center in Thu Thiem, the Ben Thanh – Thu Thiem Metro line, Cai Mep Ha Port, and the International University Urban Area.

These projects are considered an important step in the strategy to upgrade infrastructure, improve urban governance capacity, and strengthen the competitiveness of Southern Vietnam.

Construction of the New Political–Administrative Center in Thu Thiem

The new Political–Administrative Center is planned in the central lake area of Thu Thiem New Urban Area, along To Huu Boulevard.

  • Area: approximately 7.84 hectares
  • Scale: maximum height of 30 floors
  • Capacity: about 6,000 officials and civil servants
  • Service capacity: 1,500 – 2,000 citizens and businesses per day

The project is designed with an integrated modern one-stop administrative system, aiming to build a centralized administrative model that improves processing efficiency and public services for citizens and businesses.

Ben Thanh – Thu Thiem Metro Line with an Investment of VND 33,000 Billion

The Ben Thanh – Thu Thiem Metro line has a length of 5.58 km, including 6 underground stations, with a preliminary total investment of approximately VND 33,000 billion.

  • The route runs underground along Ham Nghi Street.
  • Crosses the Saigon River.
  • Continues along the Mai Chi Tho axis.
  • Ends at Thu Thiem Station.

The project is proposed to be implemented under a PPP (Public–Private Partnership) model, using a BT (Build–Transfer) contract. Once completed, the metro line will enhance connectivity between the existing central district and Thu Thiem Urban Area, helping to reduce traffic pressure in the urban core area.

Cai Mep Ha Port: Capacity Increased to 10.8 Million TEU per Year

The Cai Mep Ha general and container port project covers an area of 229.4 hectares, including approximately 121 hectares of reclaimed land from the sea.

  • Total berth length: nearly 7.5 km.
  • Vessel capacity: up to 250,000 DWT.
  • Maximum capacity: 10.8 million TEU per year.
  • Total investment: approximately VND 50,820 billion.
  • Implementation timeline: 3 phases from 2028 to 2045.

Once operational, Cai Mep Ha Port will significantly enhance the capacity of the deep-water port cluster in the Southeast region, increase the ability to accommodate ultra-large vessels, and strengthen its role as an international transshipment hub.

Restarting the International University Urban Area Project Worth VND 59,000 Billion

The International University Urban Area in Xuan Thoi Son Commune (northwest of Ho Chi Minh City) covers an area of approximately 880 hectares.

  • Projected population: about 135,000 residents
  • Estimated student capacity: around 60,000 students
  • Adjusted total investment: VND 59,000 billion

The project’s investment policy was revised in early 2025 after being suspended for 17 years, aiming to develop a modern education and research hub integrated with an urban area.

Overall Impact on Urban and Logistics Development

The simultaneous promotion of major projects shows that Ho Chi Minh City is focusing on restructuring urban space, upgrading transportation infrastructure, and enhancing logistics capacity.

The combination of a new administrative center, the metro line connecting to Thu Thiem, and the expansion of the deep-water port system is expected to create long-term growth momentum, strengthening Ho Chi Minh City’s position as Vietnam’s economic engine and a key logistics hub of the country.
